No curbing on any of the public streets or highways within the city shall be cut, chipped, broken or removed by any person without a permit issued by the City Engineer. Permit fees shall be in accordance with the provisions of § 1424.11. If being done as part of a driveway replacement, the city shall cut the curb or cause the curb to be cut at its expense.

All curb cutting shall be done in a careful and workmanlike manner so that no crack shall be made in the curbing below the paved surface of the street and so that the remaining portion of any curbing shall remain above the level of the pavement immediately adjacent thereto, and at such a distance above such level as shall be designated by the City Engineer, so as to prevent the collection of water, ice or snow in or about the curb and pavement.
