Any open video system agreement approved by the city shall contain a provision whereby the system operator agrees upon request to extend cable service to all areas of the city, except the Main Street Business Improvement District as defined in § 37.106 of this Code. Service to the Main Street Business Improvement District shall be at the sole option of the system operator. If the system operator determines that provision of cable service is not economically feasible, any person requesting service may appeal the decision to the governing body of the city.
