§ 78.001 DESIGNATION.
   All streets and alleys in the city shall permit traffic in two directions. However, the city may by ordinance designate one-way streets and the mayor may designate one-way alleys by executive order. The city shall place and maintain signs giving notice thereof, and no regulation shall be effective unless the signs are in place. Signs indicating the direction of lawful traffic movement shall be placed at every intersection where movement of traffic in the opposite direction is prohibited.
