Nothing contained in this subchapter shall be construed to limit or restrict the power of the city to contract for sewerage utility services as granted by state law, and any contract entered into under the power shall be in lieu of any fees, rates, rentals or charges established under this subchapter, but in no event shall a contract for services be entered into at rates less than the cost of service.
