§ 5-3-1 AUTHORITY.
   The town, pursuant to Wyo. Stat. § 15-1-103(a)(xxi), as amended, is authorized to promulgate rules and regulations.

§ 5-3-2 PURPOSE.
   The rules and regulations in this chapter are declared to be strictly a sanitary measure and enacted for the promotion and protection of the public health and safety, and prevention of fire hazards and nuisances.

§ 5-3-3 DEFINITION.
   For the purpose of this chapter, the following definition shall apply unless the context clearly indicates or requires a different meaning.
   PERSON. Any individual, company, partnership, firm, corporation, or organization.

§ 5-3-4 LANDFILL FEES.
   (A)   Fee continued. There is continued a municipal landfill fee for all homes and business premises situated in the town.
   (B)   Residences. If a water tap is connected to the premises, the fee for each residence, whether occupied or not, shall be an amount per month as set by the City of Rawlins.
   (C)   Commercial haulers. If a water tap is connected to the premises, the fee for all licensed commercial haulers, including but not limited to: hotels, motels, restaurants, convalescent homes, hospitals, schools, industrial plants, professional establishments, office buildings, and public institutions, whether occupied or not, shall be an amount per month as set by the City of Rawlins.
   (D)   Lien against property; change of ownership. 
      (1)   The fees due pursuant to this chapter shall constitute a lien upon the real property for which the landfill service is provided.
      (2)   All fees for landfill service must be paid before landfill service will be provided to the premises after a change in ownership.

§ 5-3-5 RULES AND REGULATIONS.
   (A)   Days and hours of operation. The days and hours of operation shall be as set from time to time by motion of the Town Council.
   (B)   Dumping in designated areas. Tree limbs and branches shall be dumped in the areas designated by signs at the town landfill. No person shall dump ashes, refuse, garbage, waste, or other matter, except in the areas specified by signs at the town landfill.
   (C)   Destruction of property. No person shall deface, vandalize, or maliciously destroy property, whether it be private or public, at the town sanitary landfill.
   (D)   Burning prohibited. Burning of any matter at the town sanitary landfill, except by designated landfill employees, is prohibited.
   (E)   Vehicles and automobiles excluded. Persons shall not dump or leave any vehicles or automobiles at any time in the town sanitary landfill.
   (F)   Obstruction of access. No person shall obstruct the access to the pit or other areas designated for dumping.
   (G)   Removal of property. Persons shall not, without permission of the Town Council, remove any article or object which has been deposited or dumped at the town sanitary landfill.
   (H)   Use restricted to residents. No person other than residents of the town or those persons having express permission of the town shall use the town dump site.
   (I)   Waste material transported in covered containers. All waste material transported to the town dump site, save and except leaves and other natural, organic matter, shall be transported in covered containers or otherwise confined to prevent the waste material from being blown or otherwise involuntarily removed from the transporting vehicle.
