There is created a Tree Advisory Board, which shall consist of a minimum of three persons and a maximum number of nine persons, or such other number of members as the Town Council shall determine by resolution, who shall serve without compensation.

(A) Chairperson and Vice Chairperson. Within 30 days after the initial and each appointment, the Tree Advisory Board shall elect a Chairperson and a Vice Chairperson.
(B) Secretary.
(1) The Parks Director, or any other person designated by the Tree Advisory Board, shall serve as Secretary of the Board, and shall serve the Board in an advisory capacity.
(2) The Secretary shall record minutes of meetings and shall circulate the minutes to the Tree Advisory Board and Town Council.

The Tree Advisory Board shall meet at least six times each year upon the call of the Chairperson or the Vice Chairperson, and shall meet at a time and place to be designated by the person calling the meeting. The Board may establish a regular meeting time and place.

(A) Removal by Council. The Town Council may, by majority vote, remove any member of the Tree Advisory Board whenever it appears that removal would be in the best interests of the town, as determined by the Town Council, and shall fill the vacancy created by the resignation, death, or removal of any member for the unexpired portion of the member’s term.
(B) Recommendations of Board. The Board may make recommendations to the Town Council for removal of members.

The Tree Advisory Board shall have the following duties.
(A) Education. The Board shall promote public education on tree planting and proper management of trees within the community.
(B) Tree care standards; acceptable trees. The Board shall study, investigate, counsel, and develop written standards, rules, and regulations for the care, preservation, pruning, planting, replanting, removal, or disposition of trees in parks, along street rights-of-way, and in other public areas. These standards shall include a list of acceptable trees to be planted in the town. The Board shall develop and maintain a list of acceptable trees for planting as street trees with suggested spacing and planting distances from curbs, sidewalks, and foundations. Any trees not included on the list of acceptable trees shall be unacceptable for planting within the town. The list of acceptable trees shall be updated periodically as the Board sees fit. Such standards will be presented to the Town Council and, upon their acceptance and approval, shall constitute the official tree plan for the town.
(C) Special parks trees, other open spaces. When requested by the Town Council, the Board shall consider, investigate, make findings, report, and recommend upon any special parks trees, street trees, and other public open space matter or question regarding trees coming within the scope of its work.
