(A) Adoption; modifications. There is adopted by the Town Council for the purpose of prescribing regulations for the minimum standards to safeguard life, health, property, and public welfare, the following codes:
(1) International Residential Code For One- And Two-Family Dwellings. The 2012 International Residential Code for One- and Two-Family Dwellings, with the following modifications:
(a) Section R302.2, exception A is deleted and replaced with the following:
1. A common two-hour fire resistance rated wall is permitted for townhouses if such walls do not contain plumbing or mechanical equipment, ducts, or vents in the cavity of the wall. Electrical installation shall be in accordance with the State Electric Code. Penetrations of electrical outlet boxes shall be in accordance with § R302.4.
(b) Section R302.2.4, exception 5 is amended as follows:
5. Townhouses separated with a common two-hour fire resistance rated wall as provided in § R302.2.
(c) Section R309.5, Sprinkler System For Private Garages, is deleted in its entirety;
(d) Section R311.7.5.1, Riser Height, first sentence is amended to read: Maximum height shall be eight inches (203 mm);
(e) Section R313.2, residential automatic fire sprinkler system is modified so that the residential automatic sprinkler system is not required; and
(f) Section R313.2.1 is modified to require that if a person does install an automatic fire sprinkler system, the system must be built and designed in accordance with § P2904 or NFPA13D.
(2) International Building Code. The 2012 International Building Code, with the following modification: § [F]903.2.8-Group R is modified to include the following exception:
1. Detached one- and two-family dwellings and multiple single-family dwellings (townhouses) constructed with the international residential code for one- and two-family dwellings.
(3) International Existing Building Code. The 2012 International Existing Building Code, no modifications; and
(4) International Fire Code. The 2012 International Fire Code, no modifications.
(B) Fee schedules. The fee schedules, if any, for these codes are excepted from the adoption of these codes. Unless modified or excepted herein, the codes listed above are incorporated in this section as fully as if set out at length in this chapter, and the provisions thereof shall be controlling within the limits of the town.
(C) Penalty. Any person found guilty of violating the terms of this section shall be subject to penalty as provided in § 1-4-1.

The land included within the following described limits is hereby declared to constitute the fire limits of the town: All that part of the corporate limits of the town, as platted in the original filed townsite map of the original town; except those blocks situated south of the Union Pacific Railroad Company right-of-way and east of that certain street designated as 3rd Street.

(A) The fees to be charged for the issuance of any permit under the provisions of this chapter shall be as determined by the Town Council.
(B) The fees collected under the provisions of this chapter shall be remitted to the Town Clerk-Treasurer in the usual manner.

(A) Size of parking area. No dwelling shall be constructed within the town limits unless the owner shall provide at least 576 square feet of paved parking space within the boundary lines of the area upon which such dwelling is constructed.
(B) Plans required. No building permit shall be issued for the construction of any dwelling unless the plans indicate the inclusion of the parking space required by this section.

(A) Wood foundations, basement walls unlawful. It shall be unlawful for any person, firm, partnership, or corporation to use wood foundations and wood basement walls for residential or business construction within the town limits.
(B) Foundation requirements. All residential and commercial buildings shall be securely set and attached to a continuous foundation of cement, stone, cinder block, or cement block.
(C) Wood paneling permitted. Nothing in this chapter shall be construed to prevent the covering of any cement, stone, cinder block, cement block, or other approved foundations and basement walls with paneling or wood coverings.

(A) Duties of town officers. It is made the duty of the Chief of Police, the Chief of the Fire Department, code enforcement officer, or any police officer to file an information or citation before the Municipal Court within the town against any and all persons violating or attempting to violate any of the provisions of this chapter.
(B) Penalty imposed. Any person, firm, partnership, or corporation violating any of the terms or conditions of this chapter shall be subject to penalty as provided in § 1-4-1, and each day such violation shall continue shall be deemed a separate offense.
