The state traffic laws regulating the speed of vehicles shall be applicable upon all streets within the town, except as set forth in this chapter. The town may change the speed limit of a specified street or certain area if it determines that certain speed regulations should be applicable. It shall be unlawful for any person to drive a vehicle at a speed in excess of any speed so declared by ordinance or state law when signs are in place giving notice thereof.

The Town Council is authorized to regulate the timing of traffic signals so as to permit the movement of traffic in an orderly and safe manner at speeds slightly at variance from the speed otherwise applicable within the district or at intersections, and shall erect appropriate signs giving notice thereof.

No person shall drive a vehicle on a street at a speed greater than is reasonable and prudent under the conditions and having regard to the actual and potential hazards then existing. In every event, speed shall be so controlled as may be necessary to avoid colliding with any person, vehicle, or other conveyance on or entering the street in compliance with legal requirements and the duty of all persons to use due care.

(A) Limit specified. Except when a special hazard exists that requires slower speed for compliance with division (B) below, the limits specified in this division (A), or established as authorized in this chapter, shall be maximum lawful speeds, and no person shall drive a vehicle on a street at a speed in excess of the maximum limits:
(1) Fifteen mph when passing a school building, or the grounds thereof, or a school crossing, during school recess or while children are going to or leaving school during opening or closing hours; and provided, that the presence of the school building, ground thereof, or school crossing is indicated plainly by signs or signals conforming to the provisions thereof;
(2) Thirty mph upon any through highway, excepting in school zones, or unless otherwise posted; and
(3) All other streets within the town limits, 15 mph unless otherwise posted.
(B) Reduced speed. The driver of every vehicle shall, consistent with the requirements of division (A) above, drive at an appropriate reduced speed when approaching and crossing an intersection or railway grade crossing, when approaching and going around a curve, when approaching a hillcrest, when traveling upon any narrow or winding roadway, and when special hazard exists with respect to pedestrians or other traffic or by reason of weather or highway conditions.

Any violation of this chapter shall be a misdemeanor in the town and subject to the general penalty in § 1-4-1.
