The Town Council finds that, for the purpose of this chapter, any abandoned or junk vehicle remaining on public or private property, and not enclosed in a secure building or covered with a custom cover, not as a result of weather conditions or mechanical failure where repairs within a reasonable time are intended, is declared to be against public welfare and/or a public health and/or public safety hazard within the community and is subject to removal and disposition as provided in this chapter.
