All fills shall be compacted to at least 90% relative compaction, as determined by A.S.I.M. method D1557-58 T. If, however, the required degree of compaction cannot be attained on any particular slope, the slope shall be cut back until material having the required degree of compaction is exposed. Fills in non-hillside areas need not be compacted, however, where they do not exceed one foot in depth.
