All fill and cut slopes in hillside areas that are determined by the Building Inspector to be subject to erosion shall be planted with suitable ground cover plants to protect the slopes against erosion. The owner of each property on which any such slope is created shall be responsible for so planting the slope and for maintaining the planting thereon until such time as the slope is adequately stabilized by ground cover.
