No person or corporation shall change the grade of any part of his or its property in a manner so as to change, to the substantial detriment or damage of any other property owner within the city and without the written consent of each other property owner so affected, the natural drainage of the property, nor shall he or it construct or install any structure or piece of material in or on the property the effect of which would be to change the natural drainage, to the substantial detriment or damage of any other owner, without written consent.
