No person or corporation shall excavate, fill, or grade any land other than as provided by this chapter, except that this chapter shall not apply to any excavation, removal, fill, or deposit of any earth or other materials on any property that is used or dedicated to be used for cemetery purposes, provided, as to this exception, that no excavation, removal, fill, or deposit shall affect the lateral support of or increase the stresses in or pressure upon any adjacent or contiguous property not owned by the owner of the cemetery property.
