(A) All portable or permanent mounted poles, backstops, rims, and nets for basketball type activities shall be placed on private property only and shall not be placed or mounted on public streets, sidewalks, alleys, or between the sidewalks and public ways. Furthermore, said portable or permanent mounted poles, backstops, rim, and nets shall be positioned so as to face the private property upon which they are located and shall not be placed toward the streets, sidewalks, or alleys so that participants will remain on the private property to play basketball and not be using or occupying the public ways or sidewalks during the playing of games.
(B) It shall be unlawful for individuals to play basketball on and/or obstruct the public ways and sidewalks in the city in that such creates safety concerns and a safety hazard to said individuals, pedestrians, and motor vehicles.
(C) It shall be the responsibility of the owners of real estate and any occupants and/or tenants of the real estate to comply with the above noted provisions of this section. Said individuals as well as participants in any such games shall be liable for violations of any provisions of this section.
