(a) The storm water utility fee established under this chapter shall be due and payable to the City on the date noted on the bill provided by the City.
(b) If any storm water utility or miscellaneous fees relating to storm water service billed by the City is not paid in full on or before the due date, an amount equal to five percent (5%) of the amount billed shall be added to the total owed by the customer.
