(a) The storm water utility fee set pursuant to this chapter shall be collected by the Department of Finance, which shall be responsible for the regulation, collection, rebating and refunding of such storm water charges.
(b) The Director of Utilities shall make and enforce such rules and regulations as deemed necessary for the safe, economical, and efficient management and protection of the Citys storm water system in accordance with the OEPA NPDES Stormwater Permit.
(c) The Director of Public Works shall make and enforce such rules and regulations as deemed necessary for the construction and use of storm sewers and connections to the storm water system consistent with the policies established by the Sidney City Council as outlined in Chapter 919.
