915.08   MEASUREMENT WHERE USE OF METER NOT PRACTICAL.
   (a)   In case a lot, parcel of land, building or premises discharges industrial wastes, either directly or indirectly, into the City sanitary sewerage system, and the Utilities Director finds that it is not practical to attempt to measure such wastes by meter, he shall measure such wastes in such manner and by such method as he may find practicable in the light of the conditions and attendant circumstances of the case, in order to determine the sewer service charge or rental, according to the corresponding rates per 1,000 cubic feet provided in Section 915.05.
   (b)   In cases where customers utilize City water to sprinkle a new lawn or a replacement lawn and in other cases where City water used through the customer's water meter is not returned to the sanitary sewer such as in the case of swimming pools or undetectable leaks, the customer shall have the right to apply for an adjustment in the sanitary sewer charges in accordance with such by-laws and regulations that may be adopted under Section 915.14. The customer shall apply for such adjustment through the Water and Sewer Review Board.
