The charges or rentals levied pursuant to this chapter shall be collected by the Utility Billing Department. The Finance Department shall make and enforce such by-laws and regulations as may be deemed necessary for the regulation, collection, rebating and refunding such charges or rentals. The Utilities Department shall make and enforce such by-laws and regulations as may be deemed necessary for the safe economical and efficient management and protection of the City sewerage system and the sewage pumping, treating and disposal works, for the construction and use of house sewers and connections to the sewerage system.
