For any lot, parcel of land, building or premises situated outside the corporate limits of the City and having any connection with the City sanitary sewerage system or otherwise discharging sanitary sewage, industrial wastes, water or other liquids, either directly or indirectly, into the City sanitary sewerage system, the charge shall be based upon the quantity of water used thereon or therein, which quantity shall be determined by reading the meter there in use during each quarter of each year. The meter used shall be to the approval of the Utilities Director, and there shall be charged the rate set forth in Section 915.05 and 913.235 plus 50%.
