The municipal building code shall regulate the erection, construction, enlargement, alteration, repair, moving, removal, demolition, conversion, occupancy, equipment, use, height, area and maintenance of those buildings and/or structures within the city which are subject to the municipal building code, and shall provide for the issuance of permits and collection of fees and penalties.
