No person, unless in the employ of the gas company or having permission from the gas company, shall disconnect the inlet of the gas meter or move the meter. A gas fitter car.plumber may disconnect the outlet of a meter from the house piping only when necessary. He shall remake the point at the meter outlet and shall leave the meter turned off unless local gas company rules require or allow deviation from this procedure.
