No person, unless in the employ of the gas company or having permission from the gas company, shall repair, alter, open or make connection to the service pipe, or do any other work on the parts of the gas supply system up to and including the meter. For the original installation of the service pipe, however, any licensed and authorized gas fitter may make such original installation, provided that no service pipe shall be laid except with materials and according to specifications approved by the gas company.
