No person shall engage in the water softener water fitter's business in the City without first obtaining from the Clerk-Treasurer a water softener water fitter's license. This section shall not be construed to prohibit a person from doing water softener water fitting, either new or repair work, in or upon his own property, provided the owner does the work himself and provided such work passes the inspection of the City Inspector.
