The purpose of this chapter is to promote public health, safety and general welfare and to minimize public and private losses due to flood conditions in specific areas by using this chapter to:
(a) Restrict or prohibit uses which are dangerous to health, safety or property in times of flooding or which cause undue increases in flood heights or velocities;
(b) Require that uses vulnerable to floods, including public facilities which serve such uses, be provided with flood protection at the time of initial construction;
(c) Protect individuals from buying lands which are unsuited for the intended purposes because of flood hazards; and
(d) Ensure that eligibility to purchase flood insurance in the National Flood Insurance Program is maintained for property owners in the community when such community is identified by the Federal Insurance Administration as a flood prone community.
