No person shall establish, operate or maintain, or permit to be established, operated or maintained, upon any property owned or controlled by such person, a mobile home park within the corporate City limits or the two-mile zoning jurisdiction of the City surrounding the limits of the City, without having first secured a license therefor from the Nebraska Department of Health.
