A manufactured home located in any residential lot other than an R-4 Mobile Home Park Zone must meet the same requirements and standards for foundation system, permanent utility connections, setback and minimum square footage which apply to any site-built, single-family dwelling and must meet the following additional requirements. The manufactured home shall:
(a) Have not less than 900 square feet of floor area;
(b) Have no less than eighteen feet of exterior width;
(c) Have the roof pitched with a minimum vertical rise of two and one-half inches for each twelve inches of horizontal run;
(d) Have an exterior that is of a color, material or scale comparable to existing residential site-built single-family dwellings, said roof material to be nonreflective and to be or to simulate asphalt or wood shingles, tile or rock;
(e) Have wheels, axles, transporting lights and removable pulling apparatus removed;
(f) Be placed upon a permanent foundation approved by the City; and
(g) Have all utility services directly connected to the structure.
