1252.02 OCCUPANCY; LOCATIONS.
   (a)   No person shall occupy any manufactured home except in an R-4 Mobile Home Park Zone, with the exception that a manufactured home may be placed upon any residentially-zoned lot if the same bears a label certifying that it was built in compliance with the National Manufactured Home Construction and Safety Standards, 24 C.F.R. 3280 et seq., promulgated by the United States Department of Housing and Urban Development.
   (b)   No person shall occupy any modular home except in an R-4 Mobile Home Park Zone, with the exception that a modular home may be placed upon any residentially-zoned lot if the same bears the seal of certification by the Nebraska Department of Health pursuant to the Nebraska Uniform Standards for Modular Housing Units Act, Section 71-1555 et seq., Reissue Revised Statutes of Nebraska.
   (c)   No person shall occupy any mobile home or travel trailer except in an R-4 Mobile Home or Travel Trailer Park Zone. However, a mobile home may be occupied for a business or residential use in any residential or commercial zone, depending on usage restrictions, if:
      (1)   It is mounted upon a permanent-type foundation and conforms to all applicable requirements of the building, electrical, plumbing and zoning ordinances of the City;
      (2)   It is placed in a travel trailer park and occupied as a residence or a park office by the caretaker or owner of the park (not to exceed one (1) such unit);
      (3)   It is used as a field office during construction; or
      (4)   It is displayed for sale on a mobile home sales lot or at a mobile home manufacturing plant, in which latter situation one (1) such unit may be occupied for residential purposes or as a mobile home sales office.
   (d)   At no time shall travel trailers be allowed in residentially-zoned lots except in Mobile Home Parks or Travel Trailer Parks. Any travel trailers allowed in Mobile Home Parks shall:
      (1)   Have an operational toilet;
      (2)   Meet all state guidelines regarding utilities;
      (3)   Be permanently connected to electrical and sewer hookups; and
      (4)   Have a fully operational water hookup.
