An application for a special permit shall be signed, except in cases provided in Section 1246.12(e), by the owner of a lot, tract of land, building or structure for which the permit is sought, and shall be filed with the Planning Commission. The application shall contain:
(a) A description of the lot or tract of land and the building or structure thereon, if any, for which the special permit is requested;
(b) The name of the owner;
(c) A description of the nature of the use for which the special permit is required;
(d) A statement of the section of this Zoning Code which is asserted to authorize the use for which the special permit is requested;
(e) A statement of the reason why the special permit should be issued.
The application shall be accompanied by a filing fee of fifty dollars ($50.00).
