(a) The Chief Building Official is hereby designated and is given the authority and responsibility to approve subdivision of existing lots and blocks which meet City subdivision requirements without Council consideration or action whenever all required public improvements have been installed, no new dedication of public rights-of-way or easements is involved, and each subdivision complies with the ordinance requirements concerning minimum areas and dimensions of such lots and blocks. (b) A recommendation from the Planning Commission shall not be required for subdivisions of existing lots and blocks whenever all required public improvements have been installed, no new dedication of public rights-of-way or easements is involved, and such subdivision complies with the ordinance requirements concerning minimum areas and dimensions of such lots and blocks.
