No bicycles, rollerblades or skateboards shall proceed on the Sidney-Deadwood Trail two abreast or at a speed of more than fifteen miles per hour, except that when the same are within fifty feet of a pedestrian, speed shall be reduced gradually to five miles per hour or less when overtaking and before approaching the pedestrian. Pedestrians have the right of way as regards other types of users in all instances.
