1042.36 RIGHT OF ENTRY OF CITY MANAGER.

The City Manager and various persons employed by him shall have free access at proper hours of the day to all parts of every building in which water is delivered and consumed, to examine the pipes and fixtures and to ascertain whether or not there is any unnecessary waste of water.
