1042.22 CHARGES WHEN METER OUT OF REPAIR.
   Should a consumer's meter be out of repair or fail to register properly, the consumer shall be billed and charged and shall pay for water, during the time the meter is out of order or is being repaired, on the basis of monthly consumption during the same month of the preceding year. If no such basis for comparison exists, then the consumer shall be charged such amount as is reasonably fixed by the City Manager.
