Any person who is financially compensated for tree services in the trimming, planting, pruning, treating or removing of trees in the City shall apply for and procure a license from the Clerk-Treasurer before performing any such service. The fee for such license shall be yearly from May 1 to April 30, and asset out in the Master Fee Schedule for the City of Sidney, and such fee shall not be prorated. However, no license shall be required of a public service or utility company or a City employee doing such work in the pursuit of his or her public service endeavors. No such license shall be issued by the Clerk-Treasurer unless the applicant furnishes proof to the Clerk-Treasurer of coverage of the applicant's proposed services under a general liability insurance policy with limits of at least one hundred thousand dollars ($100,000) for bodily injury and one hundred thousand dollars ($100,000) for property damage, or one hundred thousand dollars ($100,000) combined single limit. The applicant shall carry automobile insurance and workers' compensation as required by law. The Clerk-Treasurer shall retain in the City's records the number of the policy, the name and address of the insurance company and the name and address of the insured.
