All stumps of public street or park trees shall be removed below the surface of the ground so that the top of the stump shall not project above the surface of the ground. Removal is the responsibility of the owners of such trees and shall be accomplished within sixty days of notification. In the event of the failure of the owner to remove such stumps, the City shall have the authority to remove such stumps and charge the cost of removal to the owner of the property, which charge shall be a lien on said property, collectible in the same manner as real estate property tax.
