1030.04 STAIRWAYS, CELLARWAYS, ETC., ON STREETS OR SIDEWALKS.

No person shall construct or maintain any stairway, open cellarway or open basement way or open entrance thereto, or permit the same to remain, in any sidewalk, street or pavement in the City, and any such entrance is hereby declared to be a public nuisance.
