1024.08 PERMIT TO CONSTRUCT, ALTER OR REPAIR.
   (a)   Required. Any person desiring to construct, alter or repair, or cause to be constructed, altered or repaired, any sidewalk on any street or avenue abutting his property in the City shall obtain a permit to do so, and no person shall construct, alter or repair any sidewalk without first having obtained such permit.

   (b)   Application. An application for the permit required by subsection (a) hereof shall be made in writing to and filed in the office of the City Manager and shall give a description of the lot or piece of land along which it is desired to construct, alter or repair the sidewalk.

   (c)   Issuance or Denial. The City Manager shall issue the permit applied for under subsection (b) hereof unless there is good cause for denying the permit, provided that if it is desired to construct a sidewalk at other than the regularly prescribed location, grade or elevation, the City Manager shall submit the application for the permit to Council which shall determine whether or not the permit shall be granted or denied.
