Upon the filing of an application for a permit under this chapter, accompanied by the inspection fee, it shall be the duty of the City Manager or any of his duly authorized representatives to investigate the premises and to determine whether or not the proposed recreational campground or the site selected therefor conforms with the requirements of this chapter, the rules and regulations of Council, the laws of the State and the provisions of these Codified Ordinances. No permit shall be issued unless such recreational campground and the site selected therefor comply with such requirements.
