When any permit expires because of failure to renew the bond therefor, or if the well ceases to be productive of oil and gas, the permittee shall, within ninety days of the expiration of such permit or the date the well ceases to be productive, plug and abandon the well and remove all property from the lease and restore the surface of the property to its normal condition as it was prior to the drilling of such well.
