(a) No person shall hinder, delay, interfere with or obstruct the Animal Control Officer or any of his assistants while performing any duty enjoined upon him or them by the provisions of this chapter or while engaged in capturing, securing or taking to the animal shelter any dog subject to be impounded.
(b) No person shall break open or in any manner directly or indirectly aid, counsel or advise the breaking open of any animal shelter or any ambulance, wagon or other vehicle used for the collecting or conveying of dogs to the shelter.
