As used in this chapter:
(a) "Director" means the Mayor or any other appropriate official or duly designated and acting representative of the Mayor.
(b) "Emergency snow routes°" means those streets marked as such in accordance with this chapter.
(c) "Roadway" means that portion of a street or highway improved, designated or ordinarily used for vehicular travel, exclusive of the shoulder.
(d) "Secondary streets" means streets which are not marked "emergency snow routes. "
(e) "Street" or "highway" means the entire width between the boundary lines of a publicly maintained way when any part thereof is open to the use of the public for purposes of vehicular travel.
