460.18 PARKING OF CARRIERS IN RESIDENCE DISTRICTS.
   (a)   No motor carrier, common carrier or contract carrier of property, as defined in Section 75-302, Revised Statutes of Nebraska, 1943, Reissue of 1971, as amended, shall stop or park in any street or alley within a residence district, except for the purpose of expeditiously loading or unloading their commercial contents, and no such carrier shall use or employ any portion of the parking space in such residence district for any commercial purpose.
   (b)   Owners or operators of motor carriers, common carriers and/or contract carriers may make application to the Planning Commission for a special conditional use permit allowing such parking in residence districts in special circumstances. The Planning Commission shall proceed under Chapter 1246 of the Code of Ordinances of the City in determining whether to recommend to the Council that such special conditional use permit shall issue.
   (c)   The permit shall, in the sound discretion of the Council, be for a term of years, shall be personal to the applicant, and regardless shall be subject to revocation in while or in part for failure to comply with the Nebraska State Statutes or the Code of Ordinances of the City of Sidney, including but not limited to the parking ordinances of the City of Sidney.
