Council may, by resolution, set aside any street, alley or public way, or portion thereof, wherein no vehicle, or where only vehicles bearing proper handicap identification as approved and issued, shall be parked, and may also, by resolution, set aside any street, alley or public way, or portion thereof, for the parking of any particular kind or class of vehicle, and when the parking of vehicles in any street, alley or public way, or portion thereof, has been prohibited by resolution,.no vehicle prohibited from parking therein shall stand or be parked adjacent to the curb of the street, alley or public way, or portion thereof, longer than a period of time necessary to load or unload passengers.
