430.13 TURNING RIGHT AND LEFT.
   (a)   Right Turn. Vehicles turning to the right into an intersecting street shall approach such intersection in the lane for traffic nearest to the right-hand side of the highway and turn the corner so as to keep between the right-hand curb and the center of the intersecting street.
   (b)   Left Turn. The driver of a vehicle intending to turn to the left into an intersecting street shall approach such intersection in the lane of traffic nearest to the centerline of the highway and, in turning, shall pass as nearly as possible to the center of the intersection, passing as closely as practical to the right thereof before turning such vehicle to the left.
   For the purpose of this section, "the center of the intersection" means the meeting point of the medial lines of the highways intersecting one another.
