"Minibike" means a two-wheel motor vehicle which has a total wheel and tire diameter of less than fourteen inches, or an engine-rated capacity of less than forty-five cubic centimeters displacement, or a seat height less than twenty-five inches from the ground, or any other two-wheel motor vehicle primarily designed by the manufacturer thereof for off-road use only.
