266.04 ESTABLISHMENT OF SALARIES AND COMPENSATION.

The Civil Service Act shall not be construed to infringe upon the power and authority of the Mayor and Council to establish salaries and compensation of all employees, or of the City Manager to establish salaries and compensation of employees within the compensation schedule or ranges established by the Mayor and Council for such positions.
