236.07 ANNUAL AUDIT OF BOOKS.

The Mayor and Council shall require an annual audit of the books of every City officer, employee, board and commission that handles, collects or disburses City funds. Such audit shall be made annually by an accountant who is not a regular officer or employee of the City and who is thoroughly qualified by training and experience.
