(a) The Clerk-Treasurer shall keep and preserve the proceedings of the Mayor and Council in three separate and distinct record books as follows:
(1) A minute record, wherein shall be recorded the miscellaneous and informal doings of the Mayor and Council;
(2) An ordinance record, wherein shall be compiled the ordinances and proof of publication thereof; and
(3) A resolution record, wherein shall be compiled the resolutions.
(b) As used in division (a)(2) hereof, proof of publication means the affidavit of the publisher or the certificate of the Clerk-Treasurer.
