There is hereby created a Board of Local Improvements for the Village. The members of the Board of Local Improvement shall be the President of the Village, who shall be the president of such Board, and the Village Engineer and the Superintendent of Streets of the Village; provided, however, that in the event at the effective date hereof or at any time subsequent hereto the offices of Village Engineer and/or Superintendent of Streets of the Village are not provided for or filled, then President of the Village shall appoint one member of the Village Board of Trustees to fill each vacancy so resulting on the Board of Local Improvements, which appointment shall be with the consent of the Board of Trustees and the member so appointed. Any member of the Board of Trustees so appointed shall serve as a member of the Board of Local Improvements so long as he shall remain a member of the Board of Trustees or until the vacancy in the office of Village Engineer or Superintendent of Streets, in whose stead he was appointed to serve on the Board of Local Improvements, is filled.
