8-5-3: PERMIT REQUIREMENTS:
   A.   Construction Permit 1 : It shall be unlawful for any person to commence or proceed with the construction, installation, enlargement or alteration of any private residential swimming pool in the Village, until the plans and contracts for construction and a letter of credit, cash or certified check, as bond, have first been submitted, filed with and approved by the Building Division of the Village, and a construction permit has been issued to such person from the Building Division of the Village. The permit application shall be signed by the property owner, lessee, if any, and property occupant and shall specifically allow the Village the remedies provided in this chapter if the pool and fence are not constructed in accordance with this chapter.
   B.   Final Inspection: It shall be unlawful for any person to use, operate or maintain any private residential swimming pool in the Village unless a final inspection has been approved by the Building Division of the Village. No inspection shall be approved by the Village, until the private residential swimming pool is filled with water, and the fencing required herein is constructed pursuant to ordinances 2 .
