7-3A-11: WATER METERS; INSTALLATION AND MAINTENANCE:
   A.   Water Meter Requirements, Residential: Each residential dwelling unit shall have a separate water meter. The village reserves the right to determine the nature of the installation and the location of meters to be installed and the same will be determined by the village.
   B.   Water Meter Requirements; Governmental/Institutional, Commercial Or Industrial: In governmental/institutional, commercial or industrial buildings with multiple units, the water meter installation shall conform to one of the following standards:
      1.   Individual Water Meters: Individual water meters shall be installed in each individual building unit. A separate water service extension shall be installed for each building unit, including an accessible service shut-off valve (B-box) located outside the building. If this option is chosen, a separate village utility billing will be issued for each individual unit.
      2.   Water Meter Room:
         a.   In buildings with multiple units, one water service extension shall be installed for no more than twelve (12) individual units. The water service extension shall be of adequate size to provide proper water pressure and volume to each unit served. The water service extension shall include an accessible single shut-off valve (B-box) located outside the building in the parkway. (Ord. 93-715, 11-9-1993)
         b.   The water and utility meter room shall be constructed at the point where the water service extension enters the building. The water and utility meter room shall be heated and used solely for this purpose and of adequate square footage to provide ample room for the location, reading and servicing of all such water and utility meters. Access to the water and utility meter room shall be secured and fully restricted so that it shall be accessible from the outside with entry to such room restricted to persons authorized to read and service such water and utility meters. The door shall have a nonbattery push button lock for the water and utility meter room for the purpose of the village municipal utilities department entry to read and service water and utility meters.          c.   Branch plumbing shall be provided from the water service extension such that each unit is served by a separate water service line from the water and utility meter room. Each branch line shall be labeled as to which line feeds which building unit. Each branch line shall include a water meter and couplings, an approved tamperproof/tamper resistant locking ball valve installed on the inlet side of the water meter, and a ball valve installed on the outlet side of the meter. Space shall be provided for the installation of any backflow prevention device that may need to be installed in the future.
      3.   Master Meter: One master water meter shall be installed in each building, with branch plumbing to the individual units. If the master meter option is chosen, the owner of the building shall be responsible for all village utility billing.
   C.   Water Meter Location: All water meters shall be installed in a location that will be readily accessible and have easy access for routine meter reading and/or service or replacement. All existing installations which do not comply with these provisions shall be changed at the property owner's or water user's expense within thirty (30) days after the date of notice from the village.    D.   Supply And Maintenance Of Water Meters: Upon submittal of an application for service, the property owner shall pay a water meter charge based upon the size, type and quantity of water meters needed, and the village will supply and own said water meters. The village will maintain, at its own expense, residential and commercial water meters. (Ord. 14-1723, 2-25-2014, eff. 4-1-2014)
   E.   Water Meter Installation Hardware:
      1.   Ball Valve: Two (2) full flow ball valves (Mueller series 300) shall be provided by the village and shall be installed by a licensed plumber at the expense of the property owner. Said valves are to be installed in the service line, one immediately prior to the water meter yoke and within two feet (2') of the point at which the water service extension enters the premises, and one foot (1') immediately following the water meter yoke.       2.   Water Meter: A water meter shall be provided by the village, after a water meter fee has been paid by the property owner. In all cases, the village shall specify the size and type of water meter to be installed. The water meter is to be installed at the owner's cost by an authorized representative of the village or a licensed plumber. The meter shall be installed in a horizontal position.

      3.   Water Meter Yoke: On water services with water meters up to and including two inch (2") diameters, a water meter yoke (Mueller type H-1412) shall be provided by the village. The water meter yoke shall be installed by a licensed plumber, at the expense of the property owner; the water meter yoke shall be installed immediately following the ball valve.       4.   Remote Reader: A remote reading device shall be provided by the village. This remote reader shall be securely fastened on the front of the building or on either side of the building within four feet (4') of the front of the building. Installation of the remote reader shall be done by the village. In no case is the remote reader to be installed in the rear of a residential building. In the case of a commercial building, the village reserves the right to specify the location of the remote reader on a case by case basis. (Ord. 14-1723, 2-25-2014, eff. 4-1-2014)
      5.   Bypass Required: All water meters larger than one inch (1") shall be provided with a bypass to allow water to bypass the water meter during maintenance activities. The valve on the bypass shall be equipped with a locking device to prevent unauthorized operation of the valve and shall be approved by the village.
      6.   Conduit: One-half inch (1/2") EMT (thin wall) conduit shall be installed from a point within twelve inches (12") from the water meter to a point on the outside of the building where the remote reader is to be located. The conduit will be provided and installed by the builder, complete with wire. In any existing building with an existing service without conduit installed, conduit must be installed before any remodeling is done that would make the remote wire inaccessible.
      7.   Other Fittings: The village reserves the right to require such other fittings and valves to be installed as the village deems necessary. Such fittings may include, but are not limited to, locking ball valves, check valves and backflow preventers. Said fittings shall be supplied by the property owner and shall be of types approved by the village.
   F.   Maintenance Of Meter Installation: Should any part of the water meter installation hardware be found to be faulty, the village may require the replacement of some or all of the hardware. All materials used in the replacement of water meter installation hardware shall conform to current specifications for said hardware. With the exception of the water meter costs, all material and labor costs for said replacement shall be at the expense of the property owner and/or utility customer. (Ord. 93-715, 11-9-1993)
   G.   Testing Meters: In case of dispute over the amount of a bill or over the accuracy of a meter, the village will, at the request of the consumer, test the meter. If it is found, upon such test, that the meter registers a greater amount of water than has actually passed through it, the bill will then be adjusted to conform to the amount passing through the meter, and no charge will be made for the test. If, however, the meter registers a lesser amount than actually passes through it, the consumer will be required to pay, on the basis of the amount passing through the meter, an additional charge of two hundred fifty dollars ($250.00) and the meter will be reinstalled.
